Mr. Pradeep Kumar received his Bachelor of Technology degree in Electrical Engineering from IIT Delhi in 1970. He further obtained M.Sc. degree in Economic and Social Studies from University of Wales, United Kingdom in 1987. After passing out from IIT Delhi, Mr. Pradeep Kumar joined the Indian Administrative Service in 1972.
Mr. Pradeep Kumar has a distinguished record of Public Service spanning more than four decades.
Mr. Pradeep Kumar has worked as Director of Industries, Secretary – Power, Irrigation, Technical Education, Science and Technology, Town and Country Planning and Urban Estates departments in the Government of Haryana.
He also worked as Joint Secretary in the Department of Heavy Industry, Additional Secretary in the Ministry of Coal, Chairman, National Highways Authority of India, Secretary (Disinvestment) in the Ministry of Finance, Secretary (Defence Production) and Defence Secretary, Government of India. He has served on the Boards of a number of leading companies including Bharat Heavy Electricals Ltd., Maruti Udyog Ltd., Andrew Yule Ltd., Hindustan Paper Corporation Ltd., Coal India Ltd., and Neyveli Lignite Corporation Ltd. After superannuation in July 2011, the President appointed him as the Central Vigilance Commissioner to head the Central Vigilance Commission, the premier integrity institution of the country to ensure integrity among senior public servants.
At present, Mr. Pradeep Kumar is Chairing the ‘Expert Committee for Environment Appraisal of Nuclear, Defence and related projects’ under the Ministry of Environment, Forest and Climate Change, Government of India. He is Independent External Monitor for monitoring the award of contracts by Oil and Natural Gas Corporation (ONGC). He is also a member of the ‘Audit Advisory Board of the Comptroller & Auditor General of India’. He also keeps himself busy by associating himself with various public activities. Mr. Pradeep Kumar is amongst the select few officers who are credited with putting Haryana on the industrial and IT map of India. His contribution in making Haryana as one of the pioneer states in ensuring planned and regulated urban development, promoting public private partnership in urban infrastructure development, and in development of Gurgaon, Panchkula, and other district towns of Haryana is widely recognised.
As Joint Secretary (Heavy Industry), Government of India handling the auto industry, he assisted in the preparation of the first ever Auto policy of India and successfully handled the transition of the auto industry from a regime of quantitative barriers to a WTO compliant dispensation. As Chairman of the National Highways Authority of India, he gave push to the development of East-West, North- South corridor and development of selected highways into six-lane highways through EPC contracts and public private partnership. As Secretary (Defence Production) and Defence Secretary, he oversaw one of the largest ongoing programmes for modernisation of Indian Army, Air Force, Navy and Coast Guard.
In honouring Mr. Pradeep Kumar, IIT Delhi recognizes the outstanding contributions made by him in Public Service and Policy. Through his achievements, Mr. Pradeep Kumar has brought glory to the name of the Institute.
